Voice acting overall in Oblivion is bad, however there are some talnted voice acting nonetheless. I wish they had used hundreds of different voices for all the NPCs. I quite like the voice acting though so like to keep it on but it's a bit unrealistic when two different characters have the same voice actor. I like having the subtitles on so I can make sure I don't miss anything important.
